Administration

The Administration Department provides a variety of services:  administrative, licensing/permits, zoning and planning, finance, and human resources.   

 

 

Town Administrator

 

   

The Town Administrator, as appointed by the Town Council, has the responsibilities of executing the administrative functions of the Town Hall, the police department, the municipal court, and the public works department.  The Town Administrator is also responsible for grants administration, storm water management, coordination of the Planning Commission and the Board of Zoning Appeals, and the administration of the Town's zoning ordinance. 

Jeff Stilwell grew up in the Cayce / West Columbia area. He graduated from Airport High School and attended the University of South Carolina. He graduated with a Bachelor of Arts from Charleston Southern University and attended South Eastern Southern Baptist Theological Seminary with a focus of study in Counseling.
Jeff spent 20 years in various ministry positions. Most recently, he served Trinity Baptist Church as student pastor and Park Street Baptist Church as worship minister. He has spent the last 4 years as an operations supervisor at Aflac Group Insurance in Columbia, where he organized numerous teams, projects and process improvements. He is married for 21 years to Kim Addison Stilwell and they have a 4 year old daughter named Sara Beth.

Jeff brings experience in management, team building, volunteer coordination, process improvement and community event planning. He loves spending time with his family, kayaking, mountain biking and snow skiing.

Human Resource/Finance Coordinator, Ashley Watkins 

 

 

The HR/Finance Coordinator provides accounts payable/receivable services, manages payroll and employee benefits, and assists the Administrator with the annual budget and audit.

Town Clerk, John Rabon

The Town Clerk provides a variety of services for the Town, operates the front desk, answers phones, responds to questions, assists the Town Administrator, and processes business licenses, building permits, and fees.  Additionally, the Town Clerk is responsible for taking minutes for meetings of the Town Council, Board of Zoning Appeals, Planning Commission, and Design Review Board, as well as preparing for meetings and maintaining documents associated with these meetings.

Clerk of Court, Amanda Jones

The Clerk of Court provides support in all of the administrative and clerical functions related to running the municipal court, including: managing court records, trails, customer service, and other miscellaneous functions.

Community Compliance Officer, Vicky Pankow

The Community Compliance Officer ensure compliance with the town zoning regulations, business licenses, and building permits.
